Prior to her designation as head of the central procuring arm of government, she was the Deputy Managing Director for Operations of the Millennium Challenge Account-Philippines (MCA-P), an office set up as the central point of contact for the Philippine Compact Program, a large-scale grant agreement between the governments of the Philippines and the United States of America through the Millennium Challenge Corporation (MCC). Compact grants are extended to countries who pass an eligibility score card and are granted to help fight poverty through sustainable economic growth. The program ran for five years in the Philippines and ended in September 2016. She was designated as a government representative to the MCC-GPH Technical Evaluation Panel in the procurement of a Fiscal Agent for the Compact Program and participated in the resolution of procurement issues as a member of the MCA-P Management Committee.

The new Executive Director also worked in the Development Academy of the Philippines (DAP) and the National Economic and Development Authority (NEDA). In 1992, she joined the Department of Budget and Management (DBM) until 2011 as Director of Budget and Management Bureau C. DBM, as chairperson of the Pasig River Rehabilitation Commission (PRRC), seconded her as the agency’s Executive Director from 2000 to 2006. She chaired the agency’s Inter-agency Bids and Awards Committee during her incumbency.

ED Gutierrez obtained her Master’s Degree in Development Studies from the International Institute of Social Studies in The Hague, Netherlands. She also studied Development Economics at the University of the Philippines (masteral program, on leave). She hails from Tayug, Pangasinan. She is married to Engr. Jesus Gutierrez and has three children.
