Officials of the Royal Kingdom of Bhutan, particularly from the Department of National Properties, Ministry of Finance, visited the Philippines on February 9 to 13, 2015 to conduct a study tour and learn more about the government procurement process, including its best practices. The study tour provided an opportunity for them to conduct research particularly on the procurement of goods and services, and how to realize government savings through cost effective and efficient procurement methods.
The delegation met with PS-PhilGEPS officials, and were welcomed by PS Executive Director Jose Tomas C. Syquia, and were presented with lectures and discussions on the procurement processes and services of PS such as procurement planning, annual procurement plan, procurement of commonly-used supplies and equipment (CSEs) and non-CSEs, inspection process, and warehousing, among others. Also included in their activities was the observation of a public bidding activity conducted by the Bids and Awards Committee and how inspection of common office supplies were being carried out prior to acceptance and payment.

The Union OF Local Authorities of the Philippines (ULAP) invited the PS-PhilGEPS to participate as one of the lead convenors in the “Innovative Solutions to Open Government Partnership (ISOGP)” which was attended by Local Government Units (LGUs) from Regions III, IV-A, IV- B, V and NCR. The activity was held last February 27, 2015 at the Microsoft Office in Makati City.
The ISOGP is a follow through event to the Good Governance Dialogue Regional Fora, the main objective of which is to cascade the country’s commitments to the Open Government Partnership primarily on budget reforms and fiscal transparency. ISOGP intends to bring private partners to the LGUs that will help them to implement the technology-based OGP projects and programs in their locality.
The one day event was an opportunity for LGUs to be provided with presentations on programs and digital solutions that will further enhance their capacity to implement projects on good governance and enhance transparency in their processes. Director Rosa Maria Clemente of PhilGEPS expounded on the thrusts of PhilGEPS to engage local government units to register and use the web-based system to post important and appropriate information on their procurement activities and gather information as they plan their procurement.

The Procurement Service (PS) is the single biggest buyer of office supplies and materials in the country. As an office attached to the Department of Budget and Management, it is tasked with the central procurement of commonly used supplies and materials required by all national government agencies, GOCCs, state universities and colleges and local government units.
PS extends its invitation for more suppliers to participate in bid opportunities for procurement of paper, office stationery, janitorial supplies, IT equipment and supplies, etc. The PS currently buys 172 items like cut-size paper, envelopes, folders, electrical and computer supplies, office filing aids, office devices, equipment and janitorial supplies. The complete list of items that the PS is currently buying, together with the technical specifications and the most recent buying price and quantity bought, can be viewed by clicking the “What We Buy” tab at the Procurement Service website (www.procurementservice.gov.ph). The website also allows Suppliers to view and monitor the procurement projects being conducted by the PS by clicking the “Bids and Awards” tab.

The PS had its newly renovated dormitories and the just-constructed Retail Store blessed after the celebration of the Holy Eucharist that coincided with the annual Christmas gathering on December 22, 2014. The occasion was graced by Honorable DBM Secretary Butch Abad.
