Department of Budget and Management Secretary Amenah F. Pangandaman and Procurement Service-DBM Executive Director Atty. Dennis S. Santiago held a discussion on February 16, 2023 with key experts from the automotive industry to discuss the centralization of motor vehicle procurement.

The meeting sought comments, suggestions, and recommendations from industry experts relative to the current market data to ensure the improvement and effective implementation of the proposed Automobile Framework Program (AFP). The proposal, when finalized, would allow client-agencies to choose from a variety of motor vehicles of different classifications tailor-fit to their intended use and allowed budget.

The proposed AFP also boasts of the utilization of e-Marketplace. This forms part of PS-DBM’s relentless efforts to provide seamless and digitalized platforms for better procurement processes. The centralized procurement would also guarantee significant discounts compared to the market retail price when client-agencies procure on their own.

The reintroduction of motor vehicles as common-use supplies and equipment (CSE) is also geared towards the continuous expansion of the agency’s Product Catalogue. Furthermore, PS-DBM recognizes the increasing demand of client-agencies for motor vehicles in support of their daily duties and accomplishments — the procurement of which should keep with the principles of economy, efficiency, and transparency.
