Flerida G. Arias is the OIC Director of the Operations Group of the Procurement Service-PhilGEPS. She oversees the functions of the Sales, Marketing, Depot Operations, and Warehousing and Logistics Division.

Dir. Arias entered the government service in 1975. She has been with the PS-PhilGEPS since 1980 where she has headed the Inspection Division, and the Agency Servicing Division (now Sales Division).

Dir. Arias graduated from the MAPUA Institute of Technology in 1974 with a bachelor’s degree in Chemistry. She obtained her Master in Management from the Technological University of the Philippines in 1998.

Channa is currently Team Leader of the EU-Switch Policy Support programme for the Government of the Philippines. He also serves as a consultant to the ASEAN Secretariat in Jakarta and the UK Government.

In a career spanning 18 years, Channa has worked as a consultant and project manager providing expertise to Governments, Industry and Civil Society in the areas of Development Management, Monitoring and Evaluation (M&E), ICT for Development (ICT4D) and Sustainable Development including Green Growth.

He has served in over 40 international projects across Europe, South Asia, SE Asia and China. These include programs supported by the European Union (EU), UNDP, the Asian Development Bank, USAID and DFID.

Channa holds Bachelor’s and Master’s Degrees from the renowned Lancaster University Management School of UK and a PhD in the Management and Evaluation of Development Projects in Asia.

Atty. Vhincent G. Cañares is the Chief of the Legal Division and the OIC of the BAC Support Division of the PS-PhilGEPS.

After receiving his undergraduate education in 2007, he immediately joined PS-PhilGEPS. While serving the government, he entered law school. He graduated with a Bachelor of Laws degree in 2012, and passed the Bar Examinations of the same year. He is currently taking his Masters in Business Administration.

As procurement manager, he supervises all the activities of all the BACs of the PS-PhilGEPS. He also provides legal advice to the BAC members in the performance of their functions, and to PS-PhilGEPS officials as a whole.

He was raised by his parents in a small town in Masbate.

Benjamin E. Diokno, Ph.D. is the Secretary of the Department of Budget and Management.

Secretary Diokno provides policy advice and conducts researches in the following areas: public economics (with focus on structure and scope of government, tax policies and tax reform; government expenditure analysis; national budget, deficit and debt; and decentralization and intergovernmental fiscal relations), public expenditure management, resource economics (with focus on public policy on water and oil), and economic development (with focus on ASEAN transitional economies).

Secretary Diokno obtained his Ph.D in Economics from the Maxwell School of Citizenship and Public Affairs in the Syracuse University in New York, U.S.A in 1981. Moreover, he has an M.A. in Political economy from the John Hopkins University in the U.S.A. in 1976, an M.A. in Economics (1974) and a Master of Public Administration (1970) both from the University of the Philippines.

Prior to his appointment as Secretary of Budget and Management, he was a Senior Advisor at the International Tax and Investment Center (ITIC), a Professional Lecturer at the School of Economics in the University of the Philippines – Diliman, the Chairman of the Board of Regents at the Pamantasan ng Lungsod ng Maynila and was a concurrent Chairman of the Board of trustees at the Ospital ng Maynila, and an Independent Director at the Asia United Bank. Also, he used to be a political and economic commentator, and wrote weekly op-ed for Business World, Malaya Business Insight, and The Daily Tribune.

Ms. Rosa Maria M. Clemente is currently the Deputy Executive Director of the PS-Philippine Government Electronic Procurement System (PS-PhilGEPS). Her career in government started back at the Information Technology Service of the Department of Budget and Management where she handled various computerization projects.

She is constantly being invited as a resource speaker in the Integrated Gabay ng Paglilingkod Executive Leadership Training of the Career Executive Service Board, among others, whereby she imparts her knowledge and appreciation on the best practices of PhilGEPS. She has also been a speaker/resource person in various international conferences on E-Government Procurement being conducted by Multilateral Development Banks and other institutions that were held in countries such as South Korea, U.S.A and Indonesia. She was also recipient of various international training scholarships .

Aside from managing the PhilGEPS, she is also one of the chairpersons of the Bids and Awards Committee (BAC) of the Procurement Service conducting procurement in behalf of other agencies for consulting services,civil works as well as goods. She is a Career Executive Service Eligible.

Laarni U. Testor is currently the Head-OIC of the Financial Management Group of the PS-PhilGEPS.

Ms. Testor graduated from the Polytechnic University of the Philippines with a degree in Bachelor of Science in Accountancy in 2005 and on the same year passed the CPA Licensure Examination. She completed her Masters in Government Management at the Pamantasan ng Lungsod ng Maynila in 2015.

In 2005, she joined Sycip, Gorres, Velayo & Co as an Associate Auditor and has handled various clients of the firm. She started public service in 2006 under the PS- PhliGEPS and has held various accounting positions in the organization. As head of the Finance Group she is responsible in ensuring that the Government funds and assets are utilized and spent in the right manner in accordance with the law.

Ms. Testor, a certified batang Tondo, was born and raised in Tondo, Manila. She is an only child and now a mother of two.

Cecille L. Ayllon (pronounced as i-leon) is the Chief Executive Officer of Mecka Business Dynamix Inc., a management consulting firm and training provider.

She was formerly Executive Vice President of LEADS Environmental Health Products Corp. She has also worked with leading consulting and training companies as a seminar facilitator and trainer in recent years.

She received her MBA degree from the De La Salle University - Graduate School of Business as a full scholar of the Management Association of the Philippines

She is currently the Director of the Strategic Marketing Management Program and a lecturer in the School of Professional and Continuing Education (SPaCE) of De La Salle University–College of Saint Benilde, where she teaches in the Marketing Management, Retail Management and Event Management Programs.

She has also taught in De La Salle Lipa’s Master in Management Technology, as well as in the undergraduate level of St. Paul College, Manila’s Business Department.

She has conducted Management and Leadership seminar-workshops for organizations like Heidelberg Philippines, Inc., Hoegh Fleet Services, Inc., Bangko Sentral ng Pilipinas, Bohol Beach Club, Philippine Aluminum Wheels, Inc., DB Schenker, Federal Phoenix Assurance Co., Inc., Sunlife Financial, DB Schenker Philippines, BPI-Philam Assurance Corporation, Healthy Options, and Citimart Group of Companies, to name a few.

Combining her corporate experience with being in the academe for more than a decade, Cecille’s focus has been to help provide individuals and organizations with insightful ideas and tools to improve over-all business performance. Her ideology is based on the principle that learning is a continuous process and whatever is learned should be shared with others and must be applied well to be able to succeed in this competitive world.
