The Procurement Service - Department of Budget and Management (PS-DBM) is cognizant of the Office of the Ombudsman’s order to file charges against several former officials and employees of PS-DBM in relation to their involvement in the procurement of allegedly overpriced and outdated laptops for the Department of Education (DepEd) in 2021.
It must be noted, however, that the individuals named on the part of PS-DBM, in the Ombudsman Resolution dated December 2, 2024, are no longer at the agency in whatever capacity.
With full cooperation and respect, the PS-DBM is prepared to provide all relevant information and necessary assistance—a manifestation of its commitment to seeking justice and upholding the truth.
Echoing the statement of Department of Budget and Management Secretary Amenah F. Pangandaman, who likewise pledges to fully cooperate, the PS-DBM puts transparency at the heart of its public service delivery, enforcing zero tolerance against corruption.
As a testament to this, the present Executive Management of the PS-DBM—under the guidance and leadership of Sec. Pangandaman and Executive Director Genmaries S. Entredicho-Caong—made significant contributions in the passage of Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA).
The new procurement law enables PS-DBM, as the government’s central acquisition arm, to transform the country’s public procurement landscape by institutionalizing reforms that ensure efficiency, accountability, and transparency in the procurement process.
Anchored on the provisions of the NGPA, and in accordance with the rule of law, the PS-DBM assures the public of its commitment to restore the integrity of the Philippine public procurement—securing contracts that are most advantageous not only to the government but ultimately to the Filipino people.
