The series of legislative hearings conducted by both the upper and lower chambers of the Philippine Congress to amend the country’s existing procurement law surfaced the participation of brilliant, hardworking, and indefatigable lawmakers. For instance, Sen. Sonny Angara and Rep. Edward Vera-Perez Maceda — who sponsored the proposed New Government Procurement Act (NGPA) in the Senate and the House of Representatives (HoR), respectively — had to consistently take part in various technical working group meetings and sectoral gatherings to ensure the passage of the Bills, certified as urgent by no less than President Ferdinand R. Marcos, Jr.

The Senate and the House of Representatives (HoR) have ratified the Bicameral Conference Committee version of the proposed New Government Procurement Act (NGPA) on May 22, 2024. Having reconciled the disagreeing provisions from both the lower and upper chambers of Congress, NGPA is now for transmittal to President Ferdinand R. Marcos, Jr. — moving it closer to finally becoming a law.

As part of the capacity development activities for the Public Financial Management (PFM) Competency Program for Local Government Units (LGU) in Region IV-B, held from May 13-15, 2024, in Puerto Princesa, Palawan, led by Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman, the Procurement Service- DBM (PS-DBM) provided an overview of government procurement in a discussion engaging PFM practitioners and LGU budget officers.
