Last June 17, 2015 the PS-PHILGEPS, together with Microsoft Corporation, conducted a Technology Immersion activity which engaged clients from the government sector to present how the PS-PhilGEPS has streamlined the procurement of Microsoft products through an Ordering Agreement. The activity was held at the Centennial Hall of The Manila Hoteland was graced by over 150 participants.

The Ordering Agreement between the PS-PhilGEPS and Microsoft that will be fulfilled by its resellers, First Data Corporation (FDC) and Wordtext Systems, Inc. (WSI), will enable government agencies to now simply go to PS-PhilGEPS to purchase their software and hardware requirements instead of conducting competitive bidding processes internally in their agencies. This is tantamount to savings in terms of manhours and expenses such as newspaper advertising, production of bid documents and conduct of bid activities. Agencies are guaranteed to get their requirements within seven to ten working days upon submission of funded requests to PS-PhilGEPS. It is also assured that prices offered under the Ordering Agreement are lower by an average of 10-15% than open market prices and that agencies are getting the latest version and genuine licenses of Microsoft Products with training and after-sales support.

The PS-PhilGEPS has implemented the use of the new electronic Agency Procurement Request (APR) forms effective 01 June 2015.

Agencies are advised to use the APR Form 01 (click link to download the APR Form 01 and User Guide) for the procurement of CSEs in retail and in big box from its Main Office in Paco, Manila where the Retail Store is initially being implemented.

Moreover, the procurement of CSEs from the PS Depots and Sub-Depots, and orders of Consumables & Non-CSEs from the PS Main Office must be made utilizing the APR Form 02 (click link to download APR Form 02).

The PS-PhilGEPS of the Department of Budget and Management had its formal ceremonial switch-on for the 51.3 kWp Grid-Tied Solar PV Power Plant on June 4, 2015 at Paco, Manila.

The launch was led by Department of Budget and Management Secretary Florencio B. Abad and witnessed by Office of the President Undersecretary Abigail Valte, PNOC-RC President Carlos Jose Gatmaitan, Department of Budget and Management Undersecretary Richard E. Moya, Atty. Jose Tomas C. Syquia Executive Director of PS-PhilGEPS, GPPB-TSO Executive Director Dennis Santiago and Propmech Managing Director Helen O. Tong.

PS-PhilGEPS becomes the first national government office that is harnessing solar power using the 171 Solar PV arrays mounted in the rooftop and lamp posts within the office premises of the PS-PhilGEPS. The installation of Solar Power PV was of no cost to the agency with a purchase price for only Php9.50 multiplied by per kWh of the total solar energy consumption for the month.

Officials and staff of the Procurement Service – Philippine Government Electronic Procurement System (PS-PhilGEPS) visited Wellington, New Zealand (NZ) on March 22 to 28, 2015 to conduct a study tour and learn more about the best procurement practices in New Zealand, a country with excellent background in good governance and transparency in government transactions. This is part of the PS-PhilGEPS’ capacity building program which aims to increase the agency’s capacity and upgrade skills in government procurement.

The partner of PS-PhilGEPS in this study tour is NZ’s Ministry of Business, Innovation and Employment (MBIE), the agency created to be the functional leader in procurement in NZ. Its roles are basically: (a) to create, maintain, and promote environment for business to succeed; (b) to adopt result-oriented policies; and (c) to adopt cost-saving measures for the benefit of the government.

The Procurement Service-PhilGEPS (PS-PhilGEPS) will soft launch and implement use of its Retail Store starting Monday, June 1, 2015.

The Retail Store will cater to procurement of small quantities of commonly used office supplies and equipment (CSE). As opposed to Big Box purchases which will be catered by the PS-PhilGEPS’ main warehouses, government buyers of small value CSEs no longer have to fall in line with bulk buyers to be serviced and get their purchases. The Procurement Service - Philippine Government Electronic Procurement System (PS-PhilGEPS) partners with different Merchants in conducting various client engagement activities through product presentations.

For the first quarter of 2015, PS-PhilGEPS conducted three (3) product presentations in partnership with different merchants, namely Accel Prime Technologies Inc. (APTI), Microsoft and Integrated Computer Systems Inc. (ICSI).

The product presentation hosted by APTI was held on January 23, 2015 in Sofitel Philippine Plaza Manila, Pasay City. It was attended by 105 government employees coming from the National Capital Region and 11 from private companies. The presentation showcased their latest products involving the latest offerings of Toshiba, Microsoft and Epson.
